I usually use flash itself to export as a jpeg or bmp sequence (file->export->movie), and then construct that with Ulead gif animator. However, constructing it can be done with almost any gif capable tool.

If you go to publish settings you can adjust some settings for the exported .gif (make sure gif is checked in the "formats" tab). That might help some

The key is in the export settings. Fiddle around with them until you reach the desired quality.

Try exporting it as a video, importing the video into a video editing software, and save it as a .gif there.

I would say the best way to do it is the export it as an image sequence and put it back to gather in photoshop. it's a slow and painful process but it's the only real way to get high quality results. 'Save for web and devices' is the best way to do it.
